Apartment prices in Greece doubled in six years
From €653 per square metre in 2019 to €1,341 in 2025, based on actual property transfers in Greece. Attica holds 66.4% of the value with 46.9% of the transactions.

The Property Transfer Values Registry of the GSIS (the General Secretariat for Information Systems, which runs the Greek tax IT systems) publishes every transfer of a right in real estate in Greece. Each record is anonymous and carries the price written in the contract. I downloaded the bulk files for 2018 to 2025.
That means what was paid. Not the asking price in a listing, and not someone's valuation.

Prices kept rising even in 2020, the year the number of transactions collapsed to 27,112. Fewer transactions, higher prices.
In 2025 volume fell by 11.5% from 2024. But the median price rose to €45,000 and the price per square metre to €1,341.
Two thirds of the value is in Attica

In the three years 2023-2025 there were 128,033 transfers in Greece, with a total declared value of €12.84 billion.
Attica is the region around Athens. The rest of Greece has more transfers than Attica, but one third of the value. Property outside Attica changes hands just as often. It is worth much less.

The most expensive prefecture in Greece per square metre is not Athens. It is Lefkada, an Ionian island, at €1,376. Athens follows with €1,293 and the Cyclades with €1,241.
But Lefkada has 502 transfers in the three years, against 43,748 in Athens. It is a small tourist market where whatever sells is by the sea. A median over 502 transactions is not as stable as a median over 43,748.
At the bottom are Arta at €327 per square metre, Kastoria at €370 and Samos at €394. The gap from top to bottom is more than four times.
Evrytania also stands out: 117 transfers, a median price of €7,710, lower than any other prefecture.
Methodology
The source is the official bulk files of the Property Transfer Values Registry (MAMA) at webapps.gsis.gr, downloaded in June 2026. Each row is one anonymous transfer.
Prices per square metre come only from transfers of full 100% ownership, using the median. Without this limit, the transfer of a share of bare ownership goes into the same bucket as a normal sale, and the result means nothing.
The median is preferred to the mean for the usual reason. In 2023 the median price is €39,000, the mean of the middle 50% is €41,900, and the full mean is €105,288. The distance of the last one shows how much the few very large transactions pull the average.
What these numbers do not say
Declared value, not market value. The price is what was written in the contract. Greece has an "objective value" system, a tax value set by the state for each property. Where the objective value is lower than the real one, the declared price tends toward the objective value.
These are not only sales. The same data includes parental gifts, donations and transfers of part of a right. This is why the median price of €45,000 is much lower than what one expects for a home.
Volume in the first years is too low. The Registry records transfers from 1 March 2017, and the system took its first years to settle. The three years 2023-2025 are complete. Comparing volume with 2018 and 2019 needs care. Comparing prices does not.
The partial year 2017 and the current year 2026 are excluded.
This is not a price index. It is not weighted for type, age or condition of the property. If the mix of what sells changes, the median changes even when no price has changed.
